Frea gone from game

So, I have trouble starting the Dragonborn main quest. After getting to Ivarstead the Cultists never appear, so I won't get that letter. I can start the quest by using a console command to achieve the letter, however, once I get to the temple of Miraak it gets weird.
Frea is nowhere to be seen. She can't be summoned by a console command. Actually, it seems as if the whole caracter's data is not present anymore. If I try to run the game with mods influencing her I get a CTD after launching the game.
I also tried reinstalling and running without mods. Nothing seems to work. (Please note that I'm not particulary skilled in using computers when answering.)

The Cultists only appear after you complete the quest "The Way of the Voice", when you meet the Greybeards and are recognized as the Dragonborn.

Yes, I've done that. I had finished the whole main storyline and have been to Ivarstead many times, they never appear.

If you haven't done much in the Dragonborn DLC, unequip any Dragonborn items and sell them. Make sure you are in Skyrim and not in Solstheim.

Then reinstall Dragonborn by deselecting the Dragonborn DLC esp file in the Data Files and then create a save game without it present and exit the game. Then recheck the esp and restart Dragonborn.

It worked so far. I've been able to meet the cultists. I'm on my way to Solstheim now, to find out, wether Frea reappeared.
