Battle for Solitude [BUG]

I'm about to give up on skyrim after a week of trying to fix this quest bug,
basically when doing Battle for Solitude mission in which Uflic, me and stormcloack soldiers take the city and enter Castle Dour and then goes conversation between Rikkie, Tullius and Uflic with Galmar, and after conversation they should start fighting but Ulfric and Galmar stands still with their weapons drawn while Rikkie and Tullius start attacking me, I am able to get Tullius on his knees and he stays that way but it's impossible to kill Rikkie, she keeps getting up and fighting (immortal), cant even kill her with console and they ignore Ulfric and Galmar. This is basically where I can't do anything, eventually they stop attacking me and they go around walking like nothing is happening, and im unable to leave Castle Dour so I have to load old saves.

I found some people having those problems aswell and they were on Bugs list on wikia but no sollution that worked for me atleast, please help :/

open the console and type "help rikke" or "legate rikke" get her id (it should say npc on the side) then type setessential (insertid) 0 and she should be killable

did that already, still unkillable

Try it this way;
setessential 000198bb 0
Exit console, open console
Click on her with your mouse then type in kill
Hope that will work.

000198BB is ref ID
you are supposed to type in base id - 000D0573
tried either, didn't work
