i did the personal quest, but its still not wokring, i really dont know what to do?
You have to talk about marriage to Maramal(i think was his name), you can find him for the first time in the Bee and Barb in Riften. If you already went there then you can look inside the Temple of Mara to find him.
Yep. I thought that this was already done. If not then Girosker is correct. You can't get marriage dialogue, before speaking with Maramal.

Incorrect. I've use amulets I've found as loot and even ones that I have pickpocketed.
Correct. You don't need to buy the amulet from Maramal. Found ones will work, as well the one that you get from working for the temple.
However, sometimes Skyrim does have had cases where registering the amulet gets bugged. Aqquiring a new one or buying one from Maramal should fix those rare cases.
