- Exit Steam.
- Go to Steam folder and remove folder named appcache
- Go to Documents > My Games > Skyrim.
- Cut and paste files Skyrim.ini and SkyrimPrefs.ini out of there. You can safely - and should - delete them, after Skyrim has later created new ones for you.
(Note that your Windows settings may have hidden file extensions.)
- Close your computer. Don't just restart it, but let it shut down.
- Start your computer and then start Steam. Steam will now load a few seconds, while creating a new appcache folder for you.
- From Steam client Library view, right click the game.
- Properties > Local Files > Verify Integrity of Game Cache...
- Start Skyrim trough default launcher, even if you are using SKSE otherwise (recommended.) This will create new Skyrim.ini for you.
- Run the game once. This will create new SkyrimPrefs.ini for you.
* 1 file will always fail to validate. It is related to how Steam is detecting your graphic card configurations and does not have any negative effects to your game.
The Gordian's knot solution when Skyrim and possibly h/w and OS is knotted. Ground zero does not usually involve a re-install of either Skyrim or Steam but a methodical approach to the issue.
It is my opinion that the Op has confused the issues through attempting to troubleshoot and a return to ground zero (not a re-install) is neccessary.
P.S. I've the "defaultHeapInitialAllocMB" to 1024
OK, after running loot and making sure the load order was good I tried playing, and now it appears to have that loading Whiterun and two cell, the third cell to be loaded will cause a CTD.
