If that is the problem and if you ever start again, then try this mod. Your side can actually loose the war. I am struggling to win a next fight, because enemy side has currently more manpower, thanks to me being and idiot in a previous batle.
The video is ancient, but still very descriptive. CWO has got in to version 4.03. Apollo Down has culled bugs mentioned in the video, so no longer need to worry about those anymore that from standard glitches with Skyrim.

Actually, those other Epic Gameplay mods there are not required at all. Apollo Down just gathered under one pack, where you can insatll them all at once. CWO download I linked is a separate and standalone.
But, you are right. CWO requires starting a new game. Sadly, I don't know any other way to give variation to civil war in game. This is why I worte "if you ever start again." :)
