[BUG] Awakening quest from Dawnguard not beginning.

I've decided to go through Dawnguard again, seeing as I never actually finished the entire story and I got the message from Durak and headed off to Fort Dawnguard, and talked to Isran as per usual. The only thing is, he doesn't give me the crossbow and bolts and Awakening doesn't begin. Anybody had this problem and fixed it before?

To answer any questions that might pop-up:

Yes, I do use mods. Mostly graphic mods and some weapon mods through Nexus Mods. I also have Insomnia ENB.

I have tried many different things, like going back before I received the quest from Durak, even using console to skip to Awakening. I receive the quest and quest marker but once I get to Dimhollow Crypt the vampires aren't there and the door isn't open and sometimes Vigilant is there and sometimes he isn't.

I hope I've come to the right place, I've never posted on Steam Community before but I've seen several different things on it that are similar.

Edit: I want to add-in that I don't want to do a clean install of Skyrim if I don't have too. I've done that wayyyy to many times for mods.

Edit 2: I ended up doing a clean install of Skyrim, with no mods. Completely Vanilla, still not working.
