Getting an item to Legendary quality

How many items with Peerless smithing and which blacksmith potion do I need to upgrade my weapon to legendary quality?

When that perk anvil is almost full, I enjoyed legendary smithing..

To get to Legendary a smithing skill of 168 is needed without perks. To get there with perks it can be done at a skill level of 91. More than you want to know can be found here; http://www.uesp.net/wiki/Skyrim:Tempering

All I know I was smith dedric weapons and armor with legendary smithing.. was all good to me. Not sweating about it here..

Hmm, I don't get it...I have 5/5 Enchanting and I cannot get 25 % smithing on jewelry..highest I can get is 17%. Why?
