You are correct. And Khajiit should have 4 sets of boobs. But since there are no actual cat or lizard people they can be how the creators want, kind of like how Bram Stoker, Anne Rice and Marvel Comics depict vampires differently.

Actually their not naturally evolved Lizards and there scaled humanoids in their swamps as well. They're genetically enginered by the Hist. Re-enginered to fight harder when the Daedra invaded Black Marsh during the Oblivion Crisis. It's the only region where they actively closed gates to keep the Argonians from entering Oblivion...
But yeah genetically mutated animals done by sentient trees. Perhaps spliced with scaled humanoids -> boobs. Other then that, saving money, making one female body is way cheaper.

Yes but as stated above ... technically they're not really lizards as we know them. They're mutated pod people!

If you wanna get uppity about their boobs - explain to me how they don't all just drop dead in Skyrim ... being cold blooded and all ... :-)

Its an artifact of limited developer resources/time. Back in Morrowind Khajiit and Argonians had digitigrade legs, but they've nixed that since Oblivion. Why? It was less resource intensive to have all races share the same basic body. Hence why argonians have lizard titties.

Elder Scrolls lore says that the tree sap from the Hist is supposed to rapidly change them. This is where there humanoid look is "supposed" to come from. the more Hist sap they drink, the more humanoid they are. Vise versa for drinking less sap. They would have a far more reptile look, walk, and a lesser intelligence then the Argonians that drink alot of the sap. This is really just lore that i have put together from across all the games so i could just be full of hot air.
