"Message to Whiterun" glitch, can't do quest [Fixed]

Alright so I joined the side of the imperials and now General Tullius has given me a message to give to Jarl Balgruuf the greater, but the problem is that whenever I talk to him, no dialogue option appears. I have absolutely no mods installed and I've tried everything I can think of. I was worried that having the dragon in Dragonsreach was distracting him, so I got Odaaviih (Whatever his name is.) to fly off, Coc'd back, and then left whiterun, returned, and still nothing. I've tried using completequest but it won't allow me to do the next quest if I do that. Help?

Hmmm ... I'm not sure on any of this ... but I think it might be best to finish the quest with the dragon before you try advancing the war.

It doesn't work before I do the quest either so I don't think that's it.

Well you're at a rather key point in the main quest and a truce has been called for you to capture the dragon ... but here you are trying to kick off the war again.

LIke I said - I'm not 100% - but knowing the game and its bugs - I can see why it would be freaking out about now.

Doing the war at some point of the "Mainquest" can ♥♥♥♥ up either side. Finish the mainquest and then try again.

The wiki says loading a previous save may fix it. Aside from that I don't know, sorry.

Loaded it up, didn't fix it.

Like i said: Finish the mainquest or do the war BEFORE you start the mainquest.

What Dura said, I have never seen that bug but I've always done what Adura said "the war before starting the main quest."

However, the hold in question will not be transferred to Imperial control when it does. After Season Unending you may end up having to "replay" an already completed mission if you ceded control of a hold to the Stormcloaks.

I know it, i had the same problem too. If i didn't save like every now and than i would have lost like 50 hours of progress which would have made me very angry.
You need either load an old file or try to finish the main quest and then do the war thing. I would try the first one, then finish the main quest and then do the war.

Iv'e run into a problem like this before. If going back to an earlier save won't fix it you can use a console command to simply advance to the next phase of the quest. I had to do this when I tired to do the dawnguard storyline before the main quest (don't do that). This does not effect achievements either.

To look up the quest code just type in the quest on the elderscrolls wiki or google it.
