what do contracts mean?

i killed a dragon while i was on my way on a quest the a bucnh of hired bandints attacked me a read the contract why would they attack

Someone hired the bandits to attack you. I think they are hired if you steal something.

Correction: They are hired if you have stolen goods from a character, repeatedly trespassed, assaulted someone, or murdered someone.

If you steal from someone or kill someone family member a contrat will be placed on your head and the bandits will come to do you over. Dark Brotherhood will be sent to kill you to sometimes.

That, or you go around garbage barrels around settlements, tresspassed, messed up someone's store or assaulted peoples around you.

Unless you have mods that change this, it should only happen one time.

No. It only happens once as Ilja said above.

Each particular incident will only send 1 group of thugs after you.

Now there is an incident with the Dragonborn dlc where you'll have thugs repeatedly sent after you. It's so fun, kept me on my toes while I was at Solstheim. I'm looking forward to the target practice. :)
