Of course if they're using a list of all quests and locations to do it, sure thing but that's not what I call playing a game.
And then you have mods that have the size of DLC like Falskaar. They add even more content and places to explore and "complete".
So i my opinion, Skyrim is not a game to "complete" but to expand and enjoy!
TheUltimateFanBoy is right. Bethesda disbanded Skyrim crew soon after the Dragonborn DLC was done. There won't be any more official DLCs or patches.
Before anyone goes in **** Bethesda mode, keep in mind that several members of the crew expressed their relief, when being finally done with something that took about 10 years of their lives. Not that they didn't love it, but creative peoples like to move on to other projects, instead of spending another full decade with the previous one.
Now it's up to modders and Unofficial Patches crew to keep this game up to date and developing forward.
