I've played skyrim a very long time and getting enchanting up is a struggle until you have gotten it very high. all items you craft give you an increase in enchanting and strangely Banishment seem to give the biggest monetary reward ..which in turn gives the largest increase to enchantment skills
But if you fill a couple of swords with weak souls and keep them topped up with cheap soul gems regularily that will increase enchanting on a regular basis!

Basically to get the highest alchemy gear and enchanting gear, you need to get smithing to 100, alchemy to 100 and have all 5 perks in the first one 5/5 and 1/1 for benefactor, and for enchanting it needs to be 100 aswell.
Craft 1 set of alchemy gear at the echantment table with eithe grand/black soul gems (should say 25% better), put the gear on and make 4 fortify enchanting potions at the alchemy table. Go back to the enchantment table and make a new set of alchemy gear by drinking the 4 potions and using grand/black soul gems and the new set comes out at 28% better.
Then back to the alchemy table wearing your new 28% better gear, make 4 more potions of fortify enchantment. Back to the enchantment table and drink those with 4 grand/black soul gems make you final Alchemy gear should be 29% better.
Then wearing your 29% better alchemy gear make 4 potions of fortify enchanting and 4 potions of fortify smithing and make your Smithing gear at the enchantment table using grand/black soul gems. Put on your smithing gear and when you improve your armour at the table or grindstone drink the fortify smithing potions and that gives you the highest weapon improvement.
That is for Legendary edition but I think it might have been 32% or 33% in the vanilla base game.
I have a necklace and a ring that both have 31% better smithing and alchemy. That gives me that 24% fortify enchanting potion at alchemy table. If they do stack, then i'll do more gear. I have only necklace and a ring as alchemy gear at the moment.
You also need to wear a helmet and either boots or gauntlets (can't remember which) so that might be the reason its only going to 24%. Theres 4 things you need to wear for both Smithing and Alchemy.
Circlet or helmet plus gauntlets/gloves/bracers, for alchemy (as well as necklace/ring, of course.)
-Ring
-Necklace
-Gauntlets
-Helmet (only alchemy)
used grand souls in all of them. Shuold i drink more than one potion? I thinkg they don't stack, it wuold be too easy like that :D
Yeah, im guessing your not playing Legendary edition - they set the maximum to 29% on LE but on normal base game without dlc etc it was 33%. It doesn't get higher than that so make an alchemy gear set of 33% and smithing gear at 33% and they are the ultimate ones you can use. Wear your 33% alchemy gear and make some fortify smithing potions and you've got the best possible armour/weapon sets when you improve them when wearing your 33% smithing gear.
There are some glitches you can use to get even higher but its not worth it really.
The vanilla rules are basically cheating =P
