Bandit Chief Level? (Need Help)

The UESP saids the standard bandit chief radiant can level up to be lv 50, although the bandit chiefs I found were only just lv 28, unique name ones such as Rigel Strong Arm and Krev the Skinner. Can someone vertify if the non unique chiefs are able to level up more than that? I'm testing new dead thrall candidates knowing there are a few good ones that can be thrallable in vanilla.

I wish I could help, but all I've got is a question: how do you know that they were level 28? I've never been able to figure the level of anything I've fought.

I'm not sure how to check their levels either, short of a few mods. If I may make a suggestion for a thrall: Ulfric Stormcloak. Even though you have to be on the Imperial side to kill him, he levels up to 80 and has Shouts that he can use. Probably one of the strongest NPCs in the game actually.

If you weren't playing vanilla I would also recommend The Ebony Warrior, since he's really strong as well.

problems with that is Ulfric isnt exactly a good thrallable candidate since his gear is cloth and his actual level is 50 (housecarl). I also hate the Empire and I'm doing the Stormcloak side soon. If the best civil war candidate I can thrall at this point I would choose Rikke. She got heavy imperial armor I can enchant to my liking for such a choice
I'm playing full legit vanilla gameplay with this character so Ebony Warrior is out of the question.

You know I know most of the leveled enemies I fought, they level at a certain point to your character until they reached their maximum level. The highest level guy was a vampire I thralled: Volkihar Vampire, and I want to try another thrall that fits the character I'm going for without triggering any unecessary friendly fire. I do not know the capped level for bandit chief yet is why I'm asking.

You can change the gear your thralls use by the way, just kill them again, take out their crappy gear, and stick whatever armor/weapons you want on the corpse, then Dead Thrall them again. 9/10 times they will equip the better stuff in their inventory.

I know this quite enough I done it multiple times before Lol. There are characters and thralls with a limited spawn set too. You also can exploit that to sell of their gear or make duplicates for other characters.

I'm playing a mostly barbaric Nord character- I try Forsworn Ravager as a thrallable candidate if no one else knows the bandit level cap for Chief.
