The ESRB rarting for it is M. Meaning you have to be 17 yeaers or older to buy. So it falls on to your parents and if they will buy it for you and let you play it or wait for you to turn 17. They do rate these games for a reason. Alos by the time you turn 17 they might have the next ellder scroll out! Or at lest news on it...

If your parents say yes, then wait until it asks you again for your age (probably the next time you log onto Steam). When it asks you for your age, enter in a year that would put you at 18+. It will then take you to the store page where you can proceed to make your purchase.

PEGI/ESRB are (with the exceptions of a tiny numberof countries) *suggestions* and not law. And the 'suggestion' applies to brick and motar stores, not online purchases.

As you're in the US - there's absolutely nothing illegal about a 15 year old pruchasing this game (from any seller).
