Angeline's Aromatics Glitch

I recently started the quest "Lights out!", and after I took out the light in the lighthouse, I tried to return to Jaree-Ra, who was at Angeline's Aromatics. But when I went into the store, they said I was traspassing. So I waiting until 10 AM, and they still said I was trespassing. I tried going into the store at nearly every point in time, each time the demanded me to leave. Jaree-Ra also won't leave the store, and won't talk to me when I'm trespassing, making the quest impossible to complete. Any ideas on how to fix this?

Why would Jayee-Ra be be in Angelines aromantics?
Your supposed to meet him on the docks! does the quest tell you to go to that store!
Try going to the docks and meet him there! I usually find him and have the pointer indicating him on the walkway down to the solitude docks!

A Quiet Word

In Solitude, find an Argonian named Jaree-Ra leaning against a wall under the stairs closest to the gate. Speak to him, and he asks how you would like making some gold. He then (if you indicate interest) tasks you to put out the fire in the Solitude Lighthouse. A ship called the Icerunner is due to soon come into port, and without the lighthouse fire to guide it, it will crash on the rocks. This leaves it open to be plundered. Jaree-Ra assures you that the men aboard won't be harmed, and 'may even be grateful for the daring rescue we'll perform'. After you agree to snuff the fire, he tells you to meet him again by the East Empire Company docks. He also warns you to not speak with him beforehand, lest you arouse suspicion.

He was not at the east company docks. I ended up getting tired of trying to find legit fixes, and ended up spawning him in at the east company.

I'm aware. I beat the quest using the console, as it was buggy as hell. I couldn't kill Jaree-ra, or Deeja. Once they got down to 0 health, they just came back. As well as the quest made Angeline's Aromatics always think I'm trespassing.
