Eh, Hot Air Ballon Kit , whats it for or used with ??

Hi, In smithing as well as door bits like hinges n such , i can smith hot air ballong kits, so i smithed one, and clicked use, did see anything happen, well not right away , next thing ive gor this, long rope like lead from the middle of my back lol with the balloon on it, first off, i thought i was glitched and running away with a peice of the forge attached to me , but tis the balloon kit in use, im like what ? so ok I treid to climd somewhere not tooo high just high enough n jump down, nothing happened as far as the balloon thing figured it might be a fall breaker of some sort, ....
Not sure if its from a mod as i dont use many, or from any of the dlc's i have, ?? anyone else seen this or know of it ?? thx in advance
