Report a translation problem
I would assume that they exist in skyrim all over the place but not always as objects that register to the cursor!
The dark sanctuary needs to have better candles for the atmosphere so that the haunting music does it's job!
edit: it turns out to be 000b9be0 - an unused* item from the base game... so that still doesn't tell me what's adding it.
edit 2: that's the ID from 'help "glazed candles"', anyway - the ID from your method is a dynamic ID (begins with ff), which tells me nothing.

Rare indeed, with only 42 "Glazed Candles" in the entire game. Most are somewhere in Solitude (Bards College and Radiant Raiment have 19 between them), but there are a few scattered around in other places as well. – Robin Hood (talk) 14:39, 10 December 2014 (GMT)
Unofficial Patch restored these into the game.
Its from Unofficial Skyrim Patch (aka Unofficial Skyrim Legendary Edition Patch)
