The only two that popped up for being on x64 vs x86 are: D3DX9_42.DLL, SYSNTFY.DLL and GPSVC.DLL those were the only three that poppped up red on Dependency Walker, all saying they were x64. Honestly idk what that really means vs. x86 I do know I'm on 64bit arcitecture, but I've never heard of this x86 until I ran into this problem.
Note: Before I ran this test, I just reinstalled directx10 and did a cold reboot of my computer.

This is caused by Win64 dlls residing in a Win32 environment. Your C:\Windows\System32 and C:\Windows\SysWOW64 might contain a .dll placed in the wrong directory. I mean a file that should have been placed in Win32 might have been placed in SysWOW64 and vica-versa if you install both 32bit and 64bit games. This is an install error unattributable but credit has to go to MS or some glitch between the installer and Steam.
I'd guess somehow you installed the wrong .dlls as indicated by the "Modules for different CPU types" which was likely the initial issue.
It is 64bit.
This was the exact problem, I just launched the game from the launcher, granted I am in class so I can't do a full test yet, but it launches which is leaps and bounds over what I was at before. I really appreciate your help!
Yeah, just saying following my logic sometimes takes time. I try to produce solutions but often fail due to poor communication.

Indeed it is, I've been playing so far with out issue, I do really appreciate all your help because there was nothing else like this anywhere that I could find online.

P.S. don't worry about bad communication, it happens when assisting someone over a forum, it's not like you were right over my shoulder and able to physically see my computer.
