Report a translation problem
Apparently it's largely plagiarised from a NWN mod and had a lot of assets (the dresses, the main dude's armour, etc) that IDK whether they had permission to use or not, and there was a big scandal because the lady who made it set up a kickstarter, hoping to raise FIFTY THOUSAND US DOLLARS to "improve" the mod. Speaking as a woman who likes (among other genders) men, I found the appeal of Bishop utterly mystifying, he's a complete walking cliche jerk who is mean to you but then eventually is nice to you, but without any of the charm that trope usually exhibits, and due to the clunky way the mod is written/coded/whatever he switches immediately from "who the hell are you, why should I follow you, okay fine, help me find my lost wolf I guess but I'm gonna be a jerk to you" to "I am now your follower, I am calling you my lady and you now have the option to have subtitled third person 'flirts' with me" except for the 'story' bits where he's suddenly being a ♥♥♥♥ again, but in a wildly jealous way. I dunno, IDGI.
It does have some decent voice acting, though. Oh, it also made all the men naked, which was slightly alarming when my character stripped off her first victim for his sweet Elven armour...

That mod sounded pretty interesting when MXR was roleplaying it in his review ^_~
Ha, I've seen his video, it was quite funny but he's got a rather more optimistic view of the mod than me (the writing is both bad* and mostly stolen) although I agree with him about the voice acting, which is really good (if a little bit OTT in places, though, well, that's sort of the point.) He DEFINITELY found Bishop more attractive than I did, too. (Weirdly, the bulked-up biceps of the dudes in that version of the mod weren't as terrible-looking as in the current version.)
*I have never played NWN, it might fit in better with that game

However if we are going by what mod I have personally had in my game be either broken or hilarious I have a few contendors, even though I tend to stay away from joke like mods.
Most hilarious mod:
Animations
Every time I went to open a container and it wanted to play an animation it would quite litterally shoot me towards where it wanted me to stand, which when using Hearthfires meant I also ended up inside a lot of walls because of how the mod works. The animation for gathering flora I'm pretty sure is the drunk animation with hands out just without the drink in the hand. The map opening animation stopped me from actually opening the map, and the armor animation looked more like the guy was cold then equipping armor. I think the only animation that worked properly was the lockpicking one which was great.
I just found it quite hilarious mostly that the mod would zip you into place when opening containers, I never once actually managed to stand properly, and sometimes it would zip me across a room but leave me leg where it was resulting in weird twisting and streching. XD
Special mention to Spell Combos which was so exceedingly overpowered I used the spell combo of Frost and Lightning Bolt and practically one shot a dragon at level 10 with only thirty in my destruction skill
Most broken mod:
Well, all of the broken mods I know of are on the list linked above, but if we go for a mod that is just buggy and not flat out broken then I would have to say:
Proudspire Manor TNF Beds Plus
It isn't a bad mod, I quite liked the rest of it, but when using Alternate Start Live Another Life you actually get spawned inside the childrens room.... that you haven't 'made' yet so it doesn't have a door and you can't get out without the console. Lets just say I was confused to all hell about what was happening XD
Special mention to one of the esp modules for the "Training Costs" mod.... which doesn't even have Skyrim.esm as a master

It's a shame, because I get the impression a lot of honest work went into it (alongside the... other stuff).

The other is Lilarcor, the talking sword. Quite funny but the dialogue gets tiring pretty fast and seems random more than event based.
In terms of broken, I tired the head tracking mod alongside an animation mod for when you interact with objects. Both were just awfully borked. Probably because I already have a fair few script mods, but it's pretty messed up when I can't even get my weapons out.
