You're missing the point. If he has a 144Hz monitor, Vsync will link to that refresh rate, not just to 60. He either needs to lower the refresh rate of his monitor or get the FPS limiter mod that grimus linked to. The mod would probably be the most convenient as changing the refresh rate will mean going into his graphic options every time he wants to play, then switching it back afterwards.

I know this is ages old but what if your control panel doesn't let you change Skyrim's settings because it doesn't recognize ANY Steam games? I can't do it through the monitor either cuz i have other games that run amazing between 70 & 144hz
