Scroll Scouting / Kindred Judgement Bug
So I've done the Vampire side of the Dawnguard DLC all the way up until Auriel's Bow. I just got Auriel's Bow and the quest to go kill Harkon (which I believe is Kindred Judgement) does not start. I also noticed that the quest Scroll Scouting is still in my log and it says that I need to go talk to Urag at the College. When I do, the dialogue option about the Elder Scroll doesn't show up because I already have the scroll and already did that quest.
I've tried console commands to end Scroll Scouting and start Kindred Judgement but it isn't working.
Help me Skyrim's Steam Community, you are my only hope.

Have you got any mods that affect Dawnguard?

I don't think so, or at least, nothing I got for the purpose of affecting Dawnguard, but one of my few dozen might be messing with it.

setstage DLC1VQElderHandler 30
setstage DLC1VQElderHandler 200
For the other quest, is this a possible cause?
"This quest will not start on the vampire side if either of the two hireable Deathhounds have been killed and their bodies have been removed from the game.
PC Only This bug is fixed by version 2.0.0 of the Unofficial Dawnguard Patch."

I'm pretty sure the Deathhounds are alive but I'll check on that.
As for the console commands, only one works; that is, when I set the stage to 30 it works and updates the quest, but at 200 it doesn't end the quest. It gives me (in the console) the following:
GetGlobalValue >> 0.00
GetGlobalValue >> 0.00
GetGlobalValue >> 0.00

Sorry, I do not know how to remove an unfinished (yet finished) quest from the log, I'm afraid your stuck with that.

Oh well. I was really just doing Dawnguard as a way to level myself to 30 and I'm currenlty 29 1/2. Thanks for your help though :)

@nordicfatcheese I figured it out. Open the console, then (without quotes) type "Set DLC1VQElderHandlerGlob 1.00" then type "setstage DLC1VQElderHandler 200" and it should do the trick. Whether you type 1.00, 2.00, or 3.00 after DLC1VQElderHandlerGlob determines what the journal entry for the completed quest will say. Refer to the "Quest Stages" section of http://en.uesp.net/wiki/Skyrim:Scroll_Scouting to see the journal entries in the corresponding order.

THIS WORKED!! Quick correction: I had to include "to" in the first command as such:
Set DLC1VQElderHandlerGlob to 1.00
