Vipir The Fleet being rude

I was walking past Vipir the Fleet in the Theive's Guild HQ and he said something along the lines of "Walk away, Imperial." I thought Nords didn't say things like that if you had a good enough relationship with them? I'm the Guildmaster, so what gives? I know there's a ton of bugs, but that seems like something that should have been noticed.

Anyway, any mods that fix stuff like that?

Seriously though - this is just another example of Bethesda not bothering to have the world adjust to your status in it. Its been one sharp drop in world-building quality since the Morrowind peak.
