No enemy in fort???
I have the quest to clear fort greenwall, I meet the imperal troops, we rush in and there's no one there. There's dropped weapons and so on but no stormcloaks. The soldiers start patrolling the fort, occassionaly they draw swords and all flock to one portion of the fort but then go back to patrolling. Any ideas what;s going on?

Maybe a bunch of Thalmor cleared it out for you. Do you use Immersive Patrols? Or maybe WarZones 2015?

Nope, neither of those. I do use a few mods and assumed it was one of them until I mentioned it to a friend and he had the same problem and he doesn't use any mods. Having googled it there seems to be a number of similar issues, I was just wondering if there was a fix anyone knew of that I'd missed.

Are you sure you didn't loot the place on the way there and then pick up the quest?

I think i've looted it before but it was bandits, not Stormcloaks. Any fort with stormcloaks in it gets left alone.

This happens in the xbox version with some places that share locations with radiant quests. A random radiant quest would send you to a place earlier and when you come for the more important quest no enemies would be there. Waiting 30 days in game fixed these kind of things on the xbox, but theres probably a console command you could use to do it faster.

On the 30 days, the answer is yes. After 30 days, if you haven't visited that cell within that time frame., then it does a hard reset.

I take it I have to wait the 30 days before going to Rikke to get the quest?

I think you can still go do whatever you need to do, but you just won't have to kill everyone.
Did you go all the way through the fort again?

The first time I met the imperials and went to the fort to discover it empty. I waited 30 days as instructed and when I went back the fort was still empty but the imperials were wondering around it as if a fight was about to begin.
I'm wondering If I need to wait the 30 days before meeting the imperials and having them run into the fort? Hopefully that makes sense.

sounds like you might need to console command the quest forwards. I know you can do that, but I don't know how. Look around for it.

Using console commands, is disrecommended. Sometimes a person's gotta do what a person's gotta do. But console commanding a mission can have some very serious repercussions. Despite the headaches involved, when you reach a mission that's glitched to the max, I find if I use console commands I ususally break whatever series of saves I make after having done so. Eventually. So I learned that it's better to just start over. But to be fair, I did use console commands on glitched missions (twice) where nothing negative did ever happen.

ya, he is going to start over an entire game to play one side mission that might be screwed up with a command #derp

Maybe it's because I started on ps3. If you have a glitched mission on console there's no help but start over. And I wasn't kidding about console commanding a mission will almost always break your save file series. The OP is most likely going to have to re-start anyways.
