On the 30 days, the answer is yes. After 30 days, if you haven't visited that cell within that time frame., then it does a hard reset.
Did you go all the way through the fort again?
I'm wondering If I need to wait the 30 days before meeting the imperials and having them run into the fort? Hopefully that makes sense.
Using console commands, is disrecommended. Sometimes a person's gotta do what a person's gotta do. But console commanding a mission can have some very serious repercussions. Despite the headaches involved, when you reach a mission that's glitched to the max, I find if I use console commands I ususally break whatever series of saves I make after having done so. Eventually. So I learned that it's better to just start over. But to be fair, I did use console commands on glitched missions (twice) where nothing negative did ever happen.
Maybe it's because I started on ps3. If you have a glitched mission on console there's no help but start over. And I wasn't kidding about console commanding a mission will almost always break your save file series. The OP is most likely going to have to re-start anyways.
