And I even looked it up, you can only get it from Harkon in Bloodline and Serana twice, once in Chasing Echoes and once during Kindred Judgement.
So, seems you're out of luck. Sorry.
Not true. Just get the Better Vampires mod from the nexus. Makes Vampire Lord viable on Legendary. Currently using it on my Legendary playthrough. Also using SkyRe(all modules), Duel Combat Realism v7 Hardcore. Aside from say dragons and dragon priests I am able to go toe to toe with most enemies as a Vampire Lord. Just requires that you play tactically and not suck.
If you haven't, I think you can still ask her "I want you to turn me into a vampire" but I don't know if that option is still there if you do Kindred Judgment dawnguard-aligned. I know it is if you do it Volkihar-aligned though...
Other than that, your chances were Bloodline and just before entering the Soul Cairn. You're probably out of luck if the option to be turned into a vampire isn't there
You could also get one of those Vamp Lord perk mods, some of them are pretty good.
I prefer Better Vampires as it also makes other vampires better.
If this is the case ditch her for a while, get infected with normal vampirism then cure your vampirism. This should allow you to turn into a vampire lord again (assuming this is your problem.)

This is 100% True. I completed up to the point where Isran tells you to go get cured. I went and got cured. Went and killed everyone at castle Volkihar, completed dawnguard, then asked Serana to make me a vampire lord again....AND GUESS WHAT! Isran gave me the same quest to go get cured....AGAIN!
I am not sure if it is compatable with better vampires though, just read everything the maker has written about them.
To further clarify:
You can become a vampire lord while in the dawnguard, at any time after completing 'Kindred Judgment', as many times as you wish so long as you don't cure Serana's vampirism.
The dawnguard will shun you for doing so, but you can still do it.
