The Way Of The Voice quest bug
So I've recently decided to go back to playing Skyrim, everything was starting out great, only for me to get stuck after completing the 'Dragon Rising' quest, and not have the 'The Way Of The Voice' quest start. I've tried certain fixes that people have suggested (like not taking up any other additional quests after I've killed the dragon or reloading from an earlier save). After none of them worked, I started a new game, thinking that the problem wouldn't persist, but I was wrong. Could it be an issue with mods? I also don't want to mess with the quest through the console, because from what I've read through other peoples' posts, it might mess other quests up. Anyone with a legit fix to this? Thanks in advance.

Have you installed Unofficial Skyrim Patch? There is no direct quest fix for this there, but I recall reading replies that this problem was still fixed with the patch install, likely due to other fixes that the team has made. I can't promise it does that to you, but thus far I have never encountered this probelm my self.

It could also be an issue with your mods. Did you run LOOT to sort your load order out? Wrong load order will cause problems in game.

Okay, best thing is if you explain exactly what happened after you killed Mirmulnir (the dragon at the Western Watchtower). Normally what happens, roughly, is:

kill dragon
learn shout
guards make a fuss, ask you to shout, bicker with Irileth
Irileth tells you to go and speak to Balgruuf
Fast travel marker for Dragonsreach is disabled, so you need to either walk all the way back, or at least fast travel to the gates of Whiterun
either on the walk to Whiterun, or upon entering the city, the Greybeards summon you (by Shouting DOVAHKIIN!! and the ground shakes and whatnot)
talk to Balgruuf, tell him dragon is dead, he makes you Thane, tells you about Lydia, and explains the Shouting, telling you to head to High Hrothgar. Usually, this conversation is where the Dragon Rising quest completes, and The Way of the Voice begins. Are you having this conversation? What happens, DR completes/TWotV does not initialise, or something else?

I already have the unofficial Skyrim patch installed. I just downloaded and ran LOOT, I'll get back to you if it works.

Yes, everything happens exactly in that order just fine, it's just that when the 'Dragon Rising' quest ends, 'The Way of the Voice' doesn't start.

So I just tried running the game through a previous save (before talking to the jarl), and same problem. It shows that the quest ends, but 'The Way of the Voice' doesn't start.

I am having this same issue and it is driving me ♥♥♥♥♥♥♥ crazy trying to fix it. In fact this is the first time I have ever encountered this problem since I have been playing this game, and I have replayed the game many many times. The only things I have changed were to remove the mod T3nd0s Skyrim Redone and install Perkus Maximus and Dual Sheath Redux and run the patcher for both. Now for some silly reason my game refused to cooperate with me and refuses to let me advance. Any help with this bug would be very much appreciated.
