Seriously, you have to use dyndolod.
It's epic, the best mod ever with almost no performance loss.

Giving this a bump because it really is quite fantastic.

This is a very good alternative to the very common, and very unsafe, ini tweak of upping your ugrids, as while upping ugrids causes issues with quests etc, DynDOLOD has no such bugs or problems and improves the popping in of distant objects a lot more as well.
