Level-up your char and loot some chest (good luck) to gain gems. After that, hunt deathlord draugrs for exemple.
It can be long but it's possible (and without money). ^^

Pft...Grand Soul Gems....you so funny. Everyone knows that Black Soul Gems are the way to go. Seriously, just as potent as Grand, far easier to obtain. If you need some, go to the Soul Cairn and place Greater Soul Gems in the Lightning Attractors.

The game is almost 5 years old...and has been on sale a metric ♥♥♥♥ ton (fyi that is 256 Liters of ♥♥♥♥) If most people havent gotten all the dlcs by now, then they are either lazy as ♥♥♥♥, or dont want to increase the amount of awesomeness of their base game.

Whether people have all the DLCs is also quite irrelevent. You asked for the "best" way to obtain grand souls. The hands down best way is through the lightning attractors in the Soul Cairn. Not my fault that you dont have the DLC. That is your dumb ass fault.

Maybe next time you want help, you should be more specific about the boundries you need to work within, instead of jumping on people who are providing solid information.

best way to get grand soul.
step 1: get black star
step 2: use soul trap on a bandit
step 3: profit
there is literly no reason to azura's star unless for roleplay resons, all you get for azura's star is a horrible follower that can be topped for 500 gold
