You could try going into your library skyrim properties, local check cache to have skyrim files reloaded. Using the console hapharzardly can cause lots of issues.
So if you had "Enhanced lights and FX" as well and have deactivated or uninstalled it. then run Loot, Tes5edit. and Wyrebash.
Then load a save game from before you installed that the Enhanced lights + FX mod to see if the floor there is still okay. if it is okay then it's definately that mod. Although it may be a combination of other mods that caused the issue.
If none of that works the ultimate answer is making Skyrim vanilla again to get a clean restart.
http://wiki.step-project.com/Guide:Make_Skyrim_Vanilla_Again
It lets you clean save games and checks for loose scripts it is quite simple to use and has a couple of vids to show it use... Basically
Open ....... lets you select which save to work on.
List active .... then will bring up all loose scripts.
Fix All ...... does that
Fix instances ... does some
Reset havok ......is good to do after
As you then Save if that save is really important by default it will make a backup. I don't bother with that as I have loads of saves and don't want 2 saves of the same save so uncheck the make backup first before saving.
Then check out whether using the cleaner has helped your skyrim.
