Do guards respawn?
I got the Deadly Dragons mod and a dragon assault happend and allmost everyguard died

Yes, they will respawn. Stay away from the area for 30 in game days. Some areas respawn after 10 days, so just wait the 30 days to be safe.

What about guards outside the city gates? Such as the guards outside of whitrun entrence? Because I killed them to get werewolf perks and they did not respawn. I also waited 31 games days and still no luck.
