Scoundrel's Folly - Shadow Gulum Ei FIX
Hey, I was getting really aggravated. I figured out how to fix this glitch in my situation. I just wanted to post for someone else who my need help.

So,Gulum Ei would NOT leave winking skeever. Finally, I just went into the East Empire trade center myself. Once I was in, I used the console command Prid 000198B7 and then after hitting enter, typing moveto player. This got him into the trade center where I could shadow him. When I tried that command like I found in other forums right out of winking skeever he would just run back in. Anyway, hope this helps!

I didn't see this posted anywhere else so I thought I'd do my part. :steamhappy:

The more you use the console to try to "fix" things the more will be going wrong in your game. The first option should always be to try a previous save, Even it that means from a point in the game from weeks earlier . To attempt to do the quest normally. If it's possible a lot further back then all the save games between may all be corrupted.

Yes it is possible to move stuck quests forward like that, with console cammands but it doesn't solve what caused a quest to get stuck.Which is likely from some conflicting mods.
From personal experience when main quests get that stuck You will have lots of script errors or conflicts, which can only be minimised and not cured.

It will lead you to needing to do a clean restart of skyrim! To have a stable and working akyrim.

Your example would move your character to him in the Winking Skeever.
Thanks, Fixed it!

I'm level 51, and I have no idea how far back I would have had to go back. I get what you mean though. To each is own though.

Thanks, that was awesome. I don't care if I have conflicting scripts, not trying to have a totally immersive experience, just trying to have fun and finish a quest so this advice was awesome.

This bug should be fixed by the Unofficial patch. (Along with thousands of other ones).
