He's a no show after doing multiple shouts already. Am I missing something? Did my original (no mods and not GOTY) game get bugged in my updated 64-bit W10 Pro (22H2) PC? :(

1. Have you limited your FPS to 60?
2. Does the quest stage say that you can summon him?
3. Maybe you should move further out on the balcony?

Where do I check my FPS limit? Yes, I can summon him since others are with me to get him. I tried everywhere on that balcony. :(

No, I mean did the quest stage update properly, and are all actors in place? Including the sacrificial guard.
Try to check it with the console command:
getstage MQ301

Have you also tried shouting longer (by holding the key)?

This might be dumb, but have you talked to the guard at the balcony the one that springs the trap ?

I talked to all people on the balcony. I finally got it by holding down my Z shout key longer. I didn't know that was needed! Thanks. :)

Yes, at least long enough to speak his full name. Otherwise, the quest stage may not trigger properly.
