under bugs, there's a few solutions, my preferred fix is the first one listed, " PC: Unpack the Skyrim - Voice Extra.bsa files into the data folder, or download it already unpacked here. Unzip the contents and place them in the data folder."

the problem is the game not automatically using the voices that are in the .bsa archive. There's also a mod on Nexus that should fix the issue.
It fixes a lot of bugs, including Esbern voice
Fix is really simple; delete the skyirm.ini file from Documents > My Games > Skyrim. Boot your computer, open the default launcher and let the game to generate a new version of this file.
Done. Game has detected installation path correctly and Esbern has been fixed for good. No need to unpack archives, use console or perform other potentially problematic measures. :)

It's not useless. It's just that there is a much easier, much faster fix, so unpacking is obsolete
Yep. The inital process of generating skyirm.ini seems to be slightly bugged. I am unsure if there are other problems than Esbern's voice, but I have always recommended players to regenerate the file because of this.
Doing so will make unpacking BSA pointless operation and make sure that all files are located correctly by the game. That is exactly what I meant by this.
^ Ditto. Using console command to pass this problem is known to have very high change of causing problem later in the game. It does not properly solve in game triggers and that may force you to load a save prior of using this command. Depending on what you do during this time, you may be very far in the game, before problem becomes obvious. Using more console commands rarely fixes this, but they may make things worse.
I strongly recommend redoing skyrim.ini and loading the save prior of using the console the next time you play.

Very bad advice. That quest has a trigger. If the door is not opened normally, then Esbern remains bugged.
Redoing the skyrim.ini takes less that few seconds. Why would you, or anyone else, intentionally use console commands that will leave one of quest characters broken and prone to bug out later in the game?

It does.
Weird thing is that this problem was fixed in Official Patch, but for some reason it does not seem to apply correctly. USLEEP team haven't touched it because of that. As far as they see, problem is fixed - and they are likely correct in this. It seems that intialization of original configuration files somehow skip this information and bug remains active.
