Skyrim difficutly is so unbalanced.
I was just regurally playing, slaughtering Wolves and Bandits, and even taking up a Dragon for the second time on that save, and it all was going so easy, I was thinkning about changing my difficulty to Legendary. But then I did some Companions quest, and encountered Silver Hands. Bandit Chief is easier to kill than a Silver Hand, and you encounter 4 of them at once. It's just ridiculous, and on Legendary it would just be practically impossible.

Why can't we have this game balanced? Why can't we have medium-difficulty common enemies and difficult bosses, instead of easy enemiy here, and very difficult enemy there?

NOTE: I don't want any mods suggested. I know of a lot of mods that overhaul combat system. I just want opinions on what was Bethesda's reasoning behind making such a strange combat and enemy system?

Silver Hand is a group of people whose main occupation is hunting werewolves. I'd expect guys like these to be tougher than random bandits.
For me that's what makes it interesting, sometimes you'll find a person strong and skilled in combat, and sometimes not. And since Skyrim doesn't have a very complicated combat system (in my experience), it makes enemies either easier or harder to kill.
NPCs are supposed to level up with you until some point as the world spawns them, making things more diverse. But there'll also be time when you''ll wish enemies were stronger, trust me :v

The leveling system in SKyrim is actually not too bad.
--Enemies have minimum levels to start with (example: dragons might be level 10?, skeever might be level 1?). They level with you, and then stopping leveling at a maximum levels (dragons maybe stop at 60?, skeevers stop at 10?)

--I played Oblivion (Elder Scrolls 4) and the leveling system is horrible. ALL ENEMIES LEVEL WITH YOU forever. So every battle is like a fight for your life, even with a group of skeevers.

Think of it this way: your character starts out as a normal human/lizard/cat and then levels up to become this powerful warrior/mage.

The way Skyrim works is that some enemies also have a high level.

This keeps the game fun. Even a ragtag band of small time bandits can become a real problem if their leader can kill you with one swing of his war hammer.

Personally I think it's great that overconfidence is sometimes punished.

Some quests have a suggested start level, so if a low quest level start but you wait 30 levels to begin, it's just a walk in the park. One reason the Ebony Warrior doesn't appear till level 80, is that if you did get to battle him too much earlier, even God mode would make it an impossible fight.

Skyrim does have some major balance issues like how mages are insanely OP. What makes it awful is enemies that can kill you in a single attack often have the same name and equipment as "normal" enemies. Every foe you encounter is like a game of Russian Roulette; might wreck your face or might not. Oblivion, for all its problems, never had this one.

I think there is definitely a balance issue with the "Proving Honor" quest, especially at the point just before the skeevers and frostbite spiders. I died a couple of times with different characters in that quest. Farkas wasn't much help either.

LOL. Especially the first time when you play it and say "it doesn't matter how I build my character's skill perks, this is fun!"

That's exactly what I'm talking about. I feel like some specific parts are very tough, where as the rest is fairly easy.

Okay, I agree they should be tougher, but not to the point where if they hit me I have to reload because I have 0 chance of survival. I died about 8 times in that dungeon (4 times to a single Silver Hand pack) and would die 20 times if I didn't have a mod to disable killcams.

I managed to get through the whole game and most quests on Legendary duel-wielding + 1H & Shield. I'll give help / advice if you need it.

I managed to get through the whole game 10 times on Legendary and/or Master, with Dual-Wieilding, without Enchanting or Alchemy. I know a bit or two
