Game sticks me in place after I enter with either Hadvar or Ralof into Helgen Keep. :/
Man, I forgot how frustrating this game can be when using ~200 mods. I don't want to get rid of them since I can't really find the means to part with some (Most are patches for others mods anyways, probably 2/3rds.), and I'm not sure if this is problem otherwise. I made a new character after downloading the civil war overhaul, clicked new game, etc. etc.... Then I get into Helgen Keep with Ralof. He runs past me, and my characters stuck walking in place. I can't control the camera or anything, tried turning off collisions, and that didn't work. Any suggestions? It does the same with Hadvar too. I was using Skyrim Unbound before this and it never had this problem, but I always just kind of did my own thing with that mod, and wanted to do the story again (I also got a mod that overhauls Alduin's final fight. >3>).

Dang out of 200 mods 130+ are patches? That may be part of the problem. Anyway try Alternate Start or remove mods go through till you are outside the Helgen Cave and add them back in. My guess is needing that many patches you are missing quite a few needed for such a heavy mod as Civil War Overhaul.

My actual advice is since you are starting a new game make Skyrim vanilla and start over. My mod list of around 170 mods has a total of 4 patches including USLEEP and my Bashed patch.
Nah, that was overexaggeration, obviously, but its not far off. I feel more around 25 of 200, or something. The problem with this, with Skyrim Unbound (While its essentially the same as Alternate Start, but more... particular), I don't really go along the main quest, I run around awhile and get bored, because, either the game spawns dragons right at the start (Which'll give me the shout), and I can't take them on without console codes, or, when it has the staggered start, I can't find any. xD I'll try taking away mods though and see if it works. :P

With alternate start you can create your character then start with the vanilla start. Carriage ride and all except character creation.

Yes, but alternate start does what you want to do while allowing the mods to load safely.
....Good point. x3 Mind sending me a link on the Nexus? I just tried looking it up, but, as per usual, search engines don't seem to want to work for me.

When starting a new game it is best to de-activate all non essential mods by unchecking their esp file until you are out of Helgen. You do not have to uninstall mods, just deactivate them.

There are a handful of mods that I have used that cause you to get stuck in place.

The only way I have found to free myself so I can move is to teleport myself close to Ralof or Hadvar.

Usually a scripted animation like when they unbind your hands will fix the problem and allow you to move, so teleporting close to one of them may help.

Use this command to teleport to them. You will need to target one of them for their ID.

player.moveto
Should I leave any big mods like the Unnofficial patches and Falskaar? Or any character customization mods like CBBE and the RaceMenu mod? Or deactivate them ALL?

It is okay to leave unofficial patches and any mods that are used for character creation active.

Patches are good, character creation mods are good, textures are good, any mod that says it should be on a new game are good. Other scripted mods are not.
What about things that edit the files like the Precache killer thing or FISS?

Do not know what FISS is, but do you have the mod OneTweak as well? If so it has precache built in. And yes those types of mods are ok to leave in. Mainly it is scripted mods that will give you issues.

Precache killer should be fine. It is one of those mods that is needed for character creation when using large hair mods.

I am not sure about FNIS though since I don't use it.

If it is FNIS be sure to run the generatefnisforusers after uninstalling all of your animation mods.
