Main quest through horn of jurgen windcaller, ignore delphine after you get the horn from her. Move on to the college once the eye is there ignore the college. Do side quests for the college.

yep, college main quest line is too short otherwise. I stopped there to allow others to have a say.

I generally go to the College of Winterhold and do the Under Saarthal quest.

By doing that quest you will obtain the Saarthal Amulet to help reduce spell costs a little and afterwards if your character has no problems with thievery, you can steal the Archmages Robes from his room for higher spell cost reduction and magicka regen. You can also steal his Frost Atronach Staff.

If you are not using the Unofficial Skyrim Patch, you can find Diadem of the Savant at Froki's Shack which reduces spell costs by 5%. Otherwise you can only get it from Shalidor's Maze.

Then you don't have patches and can go get the Diadem of the Savant. It respawns too.

the quest for mara's blessing- 25% magic resistance

do not overlook the Dark Brotherhood early for some magic gear

blood on thin ice for the necromancer amulet

azura star

discerning the transmundane

white phial

this should be a good start with the ones given above

plus
Mehrunes' Razor or keening

because you want an enchanted dagger

25% resistance to magicka being a Breton, become Agent of Mara, gives 10 or 15% magicka resist.

This is not a quest, but here is advice I tell my friends:

When you first exit the tutorial, go left and not right at the fork. Just past the first bandit camp, there is a ramp going up to a shrine of Talos. Look closely, one of the dead bodies should be a Thalmor mage with fortify destruction robes. Take those, then head off to Whiterun (or wherever) and disenchant them.

Loot all the alchemy ingredients on your way to these various places. Blue butterfly wings and blue mountain flowers (common in the starting areas) sell for a lot. Make some gold selling potions, and go to vendors to buy their petty soul gems. At low levels, they sell them in high stacks.

If you do all this right, you should essentially start the game (~lvl 6-8 or so) with 50-100 petty soul gems, fortify destruction enchant known, and be able to power level enchanting up to ~50 or 60. The goal is to get some decent fortify destruction enchants on a ring, ammy, and hat. You can do chest as well, but the mage robes are good enough if you don't have a 4th grand soul gem.

Point being, destruction sucks if you can't spam the hell out of it, so you want to do everything you can to make the mana cost cheap right from the start.
