Valtheim Towers

When I started the companions questline my task for he quest 'Trouble in Skyrim' was to kill the leader of Valtheim towers. When I went to the towers the bandits were all there as usual, except for the chief. I've tried waiting for bandits to respawn, and console commands. I didn't kill the bandits or chief before I got the quest.

You've checked everywhere, right?

The chief spawns on the first tower at the very top, but doesn't come down until you physically attacked him.

Yeah I checked everywhere, and the questmarker is in the second tower for some reason.

Well I found several times that the leader was spawned inside the rocks beneath the tower. I would suggest try a tcl in the console .... normally I wouldn't suggest the console however the spawning at valtheim are a bit glitchy

I've seen the Chief in the tower across the river. I've seen him fall off the bridge too (usually thanks to me). Could he be in the river or on the bank?

I haven't had it ever glitch on me (Do you have the Unofficial Patch?)

Can't you just load an earlier save? That's not a lengthy quest. It's the safest method, anyway. If you've already used the console though, no telling what happened.
