Report a translation problem
If you need the patch file for the mod to work then you just need to run the .jar that comes with the mod
If the jar isn't detecting the main esp then thats a different issue, and no you dont need an esp program to do it.
You can find an answer to this problem on the DSR page in their FAQ or by googling for solutions others have come up with
I looked up how to fix it, and the page says the hotfix to patch that got rolled into the main download, which I have?
If verify comes back all good (one file always fails, ignore it) then you have a good skyrim installation so no need to redownload it
It's telling me to run a Skyproc patch for it or something.
