I suggest installing Unofficial Skyrim Patch, as it fixes a lot of issues like this.
Also, try this command: player.setobjectivecompleted Favor252 10 1
Proudspire is nice but has drawbacks. Solitude is lovely, the house is very grand, the seaward view is lovely, but the accommodation is a pain to navigate. The stairs are tiresome. There is at least one mod that improves it hugely, including placing full, crafting facilities in the sem-basement level, amongst other improvements.
An Ning - I'm almost certain it's not necessary to complete the Potema Returns quest in order to buy PS Manor.

Immediately the purchase transaction occurred with funds exchange and Falk Firebeard then asked if I wanted to Decorate my new house. So I bought all of the upgrades in the usual way. Went to the house. Entered by the Upstairs Front Door (entry by the correct door is important). Jordis was there and the decorations were in place. All Good from there.
I don't recommend this as a regular cheat, more of a "break glass in case of emergency" measure.

Entering that was enough to fix it for me.
For the record, what that code does specifically is it instantly facilitates the house purchase transaction. It removes the 25k gold from your inventory, so you do absolutely pa y for the house. Thus it isn't a cheat, it's a FIX, in every sense of the word. The only time it would be a cheat is if some dummy uses it early in the game having not earned the right to purchase the house. But no one here would do that, would they? Surely not. ha ha
As to the root cause of the problem, in my game I did all the quests, helped several people in the hold, and was offered the chance to buy Proudspire but I didn't take it because at the time I didn't have enough gold. I went off and did tons of other things, and only many days (possibly even weeks) later returned to see about buying the house. Except I found that there was no longer a dialogue option available to buy it.
I tried doing a few more things for some others in the hold. I tried waiting. Tried coming back later. Nothing worked. I had no choice, if I wanted to complete the No Stone Unturned (Barenzia) quest thing then I had to buy that house.
--- Open console, type in: setstage A7B33 10 (then hit enter)
and the house is bought and paid for. The home decorating guide gets inserted into your inventory as well, and if you talk to Falk you can start buying furniture and upgrades. That's as solved as this problem is going to get, at least on PC.
As mentioned previously (in this ancient post - necro) the relationship rank isn't high enough. Performing an extra 'help me' task is preferred as it fits the game mechanics.
If you must use console commands, the least worst to use in this instance would be to open the console menu and type:
setrelationshiprank 000198C1 2
followed by
player.setrelationshiprank 000198C1 2
The above is for Elisif. You would do the same for Falk Firebeard by changing the RefID to 000198C2
This should change your relationship level with the two NPC's to Confidant. If that level doesn't seem to work, change the number to a 3 (Ally).
DISCLAIMER: Console commands are for debugging only and should not be used to advance quests, change NPC's, or other similar commands as these can have lasting ramifications on a save file.

This worked to complete Yarl.
After the game somehow let me complete the horn return before I had cleared the cave out.. but I think the bigger bug for me was the relationship rank being messed with by Sacrosanct Vampires mod. (I had drunk from both of them before completing either quest) either way this resolved it for me after completing all the quests I could and the dialog being far to friendly.. "blood bond" :)
