no option to buy proudspire manor?

i've done the entire potema quest, i've taken her husband's horn to the shrine, and i've helped 5 people. the quest to buy a house in solitude is in my quest inventory, but talking to both falk firebeard and to the jarl give no options to buy the house or to discuss anything about being thane. is there some command to trigger the dialogue option?

Look at this. It's written on UESP:

If you complete all five favors before being given the quest to do so, the quest will not update correctly, leaving you with a journal entry "Assist the People of Haafingar 5/5".
- To fix this, complete a sixth favor, such as the Tending the Flames quest, which will give you the message "Completed: Assist the People of Haafingar 6/5", thus allowing you to continue on as intended.
- Use the console command player.setobjectivecompleted favorjarlsmakefriends 30 1 to update it and remove it from your journal.

I suggest installing Unofficial Skyrim Patch, as it fixes a lot of issues like this.
Also, try this command: player.setobjectivecompleted Favor252 10 1

I thought you couldn't buy Proudspire until after Potema returns and you get the Shield of Solitude.

I've never purchased houses where I've had a house carl, the exception being Breezehome. I got whatever her name is by default. Can't be bothered with people under my feet all the time. I've been able to purchase every house in many play throughs, without becoming thane, including Proudspire. IIRC, I cleared out Wolfskull, took the horn to the shrine, then was granted authority to purchase. Maybe there is something buggy in your list of thane quests?

Proudspire is nice but has drawbacks. Solitude is lovely, the house is very grand, the seaward view is lovely, but the accommodation is a pain to navigate. The stairs are tiresome. There is at least one mod that improves it hugely, including placing full, crafting facilities in the sem-basement level, amongst other improvements.

An Ning - I'm almost certain it's not necessary to complete the Potema Returns quest in order to buy PS Manor.

Ran into the same problem. I had helped 7 out of 5 people, done the two Wolf Queen (Potema) quests, also the Elisif's Tribute quest and Tending the Flames. Queen Elisif directed me to Falk Firebeard to purchase property. The option to purchase never appeared. Frustrated I cracked the CK open to look at the problem. Noticed the Favor252 "Making Friends & Influencing People" parent quest had set completed on objective 20 for "The Rift", not 30 for Haafingar. Falk's disposition toward me should've been 2 "Confidant" by now, but was only 1 "Friend". The condition to sell requires 2+. Cutting to the chase, I discovered a subquest called "HousePurchase" (form id A7B33) handled all the dialogue that evidently had not been triggered. So, I started the game up, and visited Falk Firebeard again, saved my game, selected him and entered:

setrelationshiprank player 3

then entered: 

setstage A7B33 10

Immediately the purchase transaction occurred with funds exchange and Falk Firebeard then asked if I wanted to Decorate my new house. So I bought all of the upgrades in the usual way. Went to the house. Entered by the Upstairs Front Door (entry by the correct door is important). Jordis was there and the decorations were in place. All Good from there. 

I don't recommend this as a regular cheat, more of a "break glass in case of emergency" measure.

Try this console command on both the jarl and the person selling you the house.

Thanks, tested that, but raising the disposition was not enough due to the other bugs that appeared to prevent HousePurchase stage 10, where the test for disposition is, from being called... and...

I don't know what I'd do if they both asked me to marry them. ;-)

For the record, what that code does specifically is it instantly facilitates the house purchase transaction. It removes the 25k gold from your inventory, so you do absolutely pa y for the house. Thus it isn't a cheat, it's a FIX, in every sense of the word. The only time it would be a cheat is if some dummy uses it early in the game having not earned the right to purchase the house. But no one here would do that, would they? Surely not. ha ha

As to the root cause of the problem, in my game I did all the quests, helped several people in the hold, and was offered the chance to buy Proudspire but I didn't take it because at the time I didn't have enough gold. I went off and did tons of other things, and only many days (possibly even weeks) later returned to see about buying the house. Except I found that there was no longer a dialogue option available to buy it.

I tried doing a few more things for some others in the hold. I tried waiting. Tried coming back later. Nothing worked. I had no choice, if I wanted to complete the No Stone Unturned (Barenzia) quest thing then I had to buy that house.

and the house is bought and paid for. The home decorating guide gets inserted into your inventory as well, and if you talk to Falk you can start buying furniture and upgrades. That's as solved as this problem is going to get, at least on PC.

None of these worked for me. Only two had any effect at all - of course setrelationshiprank player works, and the other was player.setobjectivecompleted favor252 10 1 which popped up a message saying the purchase had been made - but no key, no decorating book, no change in either Falk or Elisef's dialogue options.

If you can, reload to a save prior to setting the objective complete. This command has negatively impacted the current save.

As mentioned previously (in this ancient post - necro) the relationship rank isn't high enough. Performing an extra 'help me' task is preferred as it fits the game mechanics.

If you must use console commands, the least worst to use in this instance would be to open the console menu and type:

setrelationshiprank 000198C1 2
followed by
player.setrelationshiprank 000198C1 2

The above is for Elisif. You would do the same for Falk Firebeard by changing the RefID to 000198C2

This should change your relationship level with the two NPC's to Confidant. If that level doesn't seem to work, change the number to a 3 (Ally).

DISCLAIMER: Console commands are for debugging only and should not be used to advance quests, change NPC's, or other similar commands as these can have lasting ramifications on a save file.

and then after purchase,

followed by
player.setrelationshiprank 000198C1 2

This worked to complete Yarl.

After the game somehow let me complete the horn return before I had cleared the cave out.. but I think the bigger bug for me was the relationship rank being messed with by Sacrosanct Vampires mod. (I had drunk from both of them before completing either quest) either way this resolved it for me after completing all the quests I could and the dialog being far to friendly.. "blood bond" :)
