never did that just use the smelter. Unless you need it for a mod in that case you better ask on the modpage.

Smelter? The forge doesn't have any options for me to smelt ore

Go to Whiterun smithy, you will see the armor workbench first, then the leather rack on the left and the weapon sharpener wheel on the right. Advancing further, the forge is on the left, and the bee hive looking piece ahead is the smelter. Activate it, an any ores of sufficient quantity will allow you to make ingots. Steel is special, it is an alloy of two parts.
