I have since moved on to Skyrim HD 2K with Vivid Landscapes and can not be more pleased.
Noble Skyrim is also a good option for cities and towns. It has no esp, so it can be installed and uninstalled easily with a mod manager.
But is it normal that I have such problem?
And I have Tamriel Reloaded HD installed WITH the Skyrim HD 2K mod.....
Are they going to conflict?
If you installed Skyrim HD 2K after Tamriel Reloaded, then any Skyrim HD 2K landscape textures won't have the parallax that TR uses and may not match, but I have not made any direct texture comparisons so I am not exactly sure if there are any noticable mismatches.
One thing I disliked about TR HD is that Helgen ground textures looked weird and blurry and it is gone now without it.

searching the web I found this answer may work. or it may not according to different people on different forums.
Double check your Anisotropic Filtering setting in the launcher. Maybe it got changed somewhere along the line
also sometimes your graphics card overrides the game settings
EDIT: it is also a vanilla thing
