Heimskr not... shouting

So I started a new character the other night and Heimskr in Whiterun doesn't seem to be shouting his usual Talos stuff. He just... stands there. He'll talk if you interact with him but he doesn't go shouting about Talos when you don't. I've tried entering and exiting Whiterun I don't know how many times.
Any ideas on if it's fixable or if I just ran into an odd bug?

(I find him annoying, but Whiterun just isn't the same without him shouting about the mighty Talos)

It might be a glirch. I've been in Whiterun plenty of times and him being quiet. And, yes, it was weird. But come back later or next day, and he's back to spouting "Talos this. And Talos that."

As of the Legendary Edition, Heimskr may not preach. PC Only This bug is fixed by version 2.0.7 of the Unofficial Skyrim Patch.

That's the thing though, I've heard and seen him shouting on previous characters of mine, it just seems to have happened on this new character of mine. He's been fine on all previous.
Also I bought all the DLC's separate from each other, instead of all one at a time if that makes any sort of difference.

I also have all the unofficial patches off of Nexus too, I'm pretty sure they're the most recent versions too.

This happened on one of my new characters recently. He wouldn't preach at all (which I am thankful for) but sadly after entering and leaving Whiterun enough he started back up.
