Thieves Guild Achievement
I have completed all of the quests for the Thieves Guild in Riften and I haven't got the achievement for "Return the Thieves Guild to its former glory". How does one get it?

And by "all the quests", do you include the special ones that only become available after doing a sufficient number of random requests from Delvin / Vex?

Yeah, you have to do the quests for Delvin and Vex. It doesn't matter which ones you pick from them, but I think you have to do four quests in Windhelm, Markarth, Solitude and Whiterun. After four quests in each hold you'll get a special quest from them. That'll do it

Do I have to do a certain number of jobs for Vex and Delvin for a special quest to appear?

That what I said, yes.

Specifically, five in each of the four holds. As you go, the Flagon will be upgraded and more vendors will move in - vendors with massive amounts of gold, at that. By the time you're done it'll be the place to sell loot.

Completing further missions kits out the display case where the "special" items you sold to Delvin went, filling up the gaps with random bits of bling - you need to run up the total to 125 jobs to finish it off completely (at which point a safe is added). Collecting all the Stones of Barenziah (and finally the crown) adds yet another display, and grants you a perk that'll make you even more stupidly rich.

instead of being told about it you should read about it. any follow up questions are welcomed.

Speaking of the Stones of Barenziah, I've collect 22/24 of them and one of them is still in Proudspire Manor in Solitude. I don't know where I forgot to collect one. Is a command to spawn one in?

actually if you click the one remaining one fast sometimes you get credit for picking up two of them.... just make sure you save before you try it incase it doesn't work.. i generally try on most of them so i end up only having to get about 14 - 18 of them. :)

but there is a command to set your total found stones to 23 / 24 so when you grab the last one it'll think you have 24 and you can talk to vex to start the last part of the quest..
set TGCrownGemsFound to 23

the problem with both these options however is that the remaining stone(s) will still be sitting wherever they normally are found.. and i'm not sure what would happen if you pick one up.

as for the original topic, i had a problem with "hail sithis" achievement not working, and i think i've done it twice... it might be because i turned off the steam overlay.. altho i know other games will unlock achievements with the overlay off, maybe skyrim won't?? i'm not sure how long ago i turned it off either.

I suggest the mod stones of berenziah that will track the locations even if installed half way through. available on steam and nexus.

i've been tempted a few times to get that stoned of berenziah quest marker mod.. but i keep forgetting.. guess this is a good time. :)

as for my previous post about achievements possibly not unlocking if the steam overlay is off, i'm fairly certain my most recent skyrim achievement that did work was done with the overlay off, so not quite sure what happened, maybe the inernet connection was down at the time, it is time warner cable and does disconnect on me a few times a day.

How do I activate the mod? It says its downloaded onto my game

I assume you start the game by using the steam launcher.

press play and when the first pop up window opens wait for the mod to sync, hopefully it does but with steam workshop you never know. open the data files tab and make sure it is checked.

play the game.

I found the last stone. It was in "House of Clan Shatter Shield" in Windhelm. When I collectedthe one in Proudspire manor in Solitude, it said something about going there
