They do often spawn after Kynesgrove. But I've had them not do so, even up to level 30 or so. But mod-issue or not, finishing the diplo quest as I mentioned, should fix the problem unless it is quite severe. If it doesn't then you know you have a major mod issue.
5 minutes in, dragon lost 5% hp.
I got stuck in ice surrounded by I think three Ice breathing dragons. Broke through it with my Orcish Greatsword and got flapped down to the ground with my Enhanced Camera giving the coolest feel. Yeah, get that dragon mod and then it gets real. Got flung into the woods from the Western Watchtower, lived, and still had to fight the dragon.
I also have several mods that increase the dragon's strenght and also the Wyvern mod, which is 3 dragons for 1. Dragon's blood mod and dragonsouls for perks are two I also use.
Getting more mods at this point is counter to my gameplay. It already takes me ages just to get to a quest location due to fast-travel disabled mod. When I do come across a dragon, (last one I encountered was on top of a mountain between Windhelm and Winterhold, also a place were followers like to bug out. Thankfully bunny follower mod is unkilleable so I fusro'd him of the mountain after killing the dragon that had it's place nearby) it's still quite a long fight + I have to heal a lot. Thankfully that suits my restoration levels.
I've had several other dragon mods installed, one wherein dragons would also fight each other, could be the one you describe. But since I'm also using the Oblivion character mod and the Random starting location mod this tended to be quite the wrong plan. Landing between a feud between 3 dragons on level 1 with nothing but rubbish ain't exactly my cup of tea, also considering I've got a mod that disables all the icons from my compass and only shows the cardinal points.
I'd have to wait till a new character if I want to implement further mods.
