Make sure that your master files are not damaged and causing a glitch. Save from that, I can only think some script mess with either game or mods.

When you restart Steam (after recommended shut down of your computer), then Steam will notice the data missing, check your files again and create a new appcache folder.
This new folder now contains your up to date game data and Steam makes the file verification check against it, instead of old and possibly very out of date data that it previously held.
Once I had done that just last week I got the option to ask about helping his people with only 1 helped even though I had done at least two of the other jobs on offer.
So do several more giants jobs for the jarl as his jobs seem to count toward becoming thane.
The dawnstar jarl has always been the most buggy.
So definately before handing in a bounty to the dawnstar jarl Do a new hard save and even a restart skyrim to get a better response.

It is a buyable plot that you can build your house, coming from HearthFire DLC.
I see. I naturally thought that you had that DLC, when you were asking about home in that area.
HF adds buyable plots to the Pale, Falkreath and Hjaalmarch. They are not part of the vanilla game.
