It is worth to point out that those thugs do not only appear for crimes. Kiling certain characters from the game - despite that they became hostile on their own - can prompt them after you.
I am usually playing a some sort of thief. Those three are indeed heavy hitters, but nothing that can't be done from a good position. I do not consider things like climbing on a roof as cheating, when game send three guys in steel armor against level 1 character. :p
Yes. This is true in vanilla game.
(In my game they pop in every once and a while. Usually, when I am least happy to see them...)
What mod adds more hired thugs?
I usually pickpocket to level 70 pretty quickly and having only one group of hired thugs is kind of lame because I usually get them after stealing the statue of dibella in Markarth, so my pickpocketing has almost no consequences.
It would be alot more interesting if they would come for me more often.
I complied a scripts from adult mod that does this, making it an non-adult mod for my game. It is still under testing and I have to ask from the mod author, if he allows me to use his modified scripts in a mod.
As UESP says, this is un onformed and I question this information. I have fought against them in cities and dungeons several time, with vanilla scripts in my game folder.
I am not sure if they were supposed to follow you in to cities. They always seem little out of place in cities and it may take a while for them to come aggressive.
Roofs for Whiterun are very familiar to me, after my characters have been jumping around them, while trying to kill those thugs.
My secondary game uses Death Alternative. I forgot to add hotfix, so my character ended suffering from infinite bleeding, when ever they took her down.
How is it relevant? I took around seven matches against them, before giving up. I wiped saves of that game and realized only after that my installation was incomplete.

But they are one pain in the neck some times. One tip is when they come after you, try to take you to one town or atleast to somewhere there is guards/soldiers. They will help you.
And dont hit the guards.
