Black BARS!

I installed an ENB and it work's

But now the game has black bars at the bottom and top of the screen..... But only during gameplay, not on the title screen, or map, or loading screens....

Which ENB did you install? Certain ones add this as a "cinematic" option. Usually there's an optional folder to disable it.

I see a letterbox setting for M ENB in the enbeffect.fx file. This file should be in the skyim\enbseries folder. Open the file in notepad. The setting is at the top, "EnableLetterboxVignette=". Change it to "false".
If that doesn't work you can change it in-game by opening the ENB GUI editor (should be Shift+Enter or Shift+Control) and look for "letterbox" in the enbeffect menu. Clicking on it should turn it on and off.

I have the same issue with Blue ENB (http://www.nexusmods.com/skyrim/mods/84703/?) and, oddly enough, pressing Shift+Enter does not bring up the ingame ENB menu O__o plus, the enbeffects.fx does not have any option for the letterbox, and yet i have those ♥♥♥♥♥♥♥♥♥ black bars on my screen

Blue ENB uses Shift+Backspace to open up the GUI. In the effect.txt.ini file there's a Letter box setting. Try changing it to Letter box=0.00.
