Fix for flickering water and sound stutters.
Greetings I have found a special solution to the Water Flickering and Sound Stutters for the ones who still have problems with that.

There are multiple ways of going around these issues:
1. If you have Nvidia, install and run NVIDIA GeForce Experience. Go into games and chose "Optimal settings" for skyrim. Now, depending on your computer screen this might set your game resolution from 1920 x 1080 to 2715 x 1527. Do not worry, Skyrim will scale to this resolution. This will fix the issue. Problem with this fix is that your graphics card has to render a much higher resolution.

2. If you have a monitor that renders in 144 hz... Well, you can't play in 1920 x 1080 and still have 144 hz. You have to reduce the Hz down 24 steps. So set it to 120 and the game should now work fine. The problem with this is that you have to change your settings back and fort to get the most out of your screen.

3. Some people can try to Open "SkyrimPrefs.ini" located here "C:\Users\USER\Documents\My Games\skyrim"
Change "iPresentInterval=1" to "iPresentInterval=0"
Now this will work for some people and you may not have to do anything else.

Also lowering AA to 2 or off will usually work as well.

Points 1 and 3 didn't work in my case, and point 2 isn't the best solution.

All you need to do is to limit your FPS. On fast computer with fast monitor you'll get as many FPS as you have Hz in your monitor. But the game goes south if you have over 60 FPS. However, while limiting to 60Hz would work, it's an overkill. You need to limit the game itself to 60 FPS, and the problem will be gone.

The simplest way to do that is to install ENBoost, then edit the enblocal.ini and change EnableFPSLimit from false to true. That's it.

Necro yes, but thread still helpful when you switch to a 144Hz monitor and strange things start happening....

The OP suggestions pointed me in the right direction, but instead I used Nvidia Profile Inspector and in the ESV profile set "Frame Rate Limiter" to 59.7 fps, and solved the whoosh, whoosh, whoosh...

Thanks man, fix #1 worked for me. I figured this was an issue with one of my mods and did a fresh install before I found this.

This glitch happens every time I enter an inn. Doesn't seem to matter which one, there are banging sounds in every inn I go in and when I leave, I start getting flickering water and sound glitches, and eventually all graphics start flickering too.

Gonna necro this a tad just to say, in addition to #2 in OP post, make sure to toggle off FXAA. No amount of reduction in Hz fixed anything until I toggled FXAA. Then worked like a charm up to 120Hz.
I just went into windows display settings and changed the refresh rate of my screen to 119 instead of 144hz, this worked right away and didn't require any external programs or changing of graphics settings for skyrim.

So it just seems that this game was never meant to be played above 120FPS

This game, as has been repeatedly stated, ad nauseum, elsewhere in both this and SSE forums, is not meant to be played over 60 FPS - the game is not designed to run over that and bugs will occur. For full info on that, see:

Just set that to On and set to 60 (or even 59 to eliminate possibility of it popping over 60 on occasion)
