Much of it has to do with your individual STYLE and what you enjoy. Having said that SkyRE with Frostfall can be ALOT of fun.
Requiem for me. SkyRe feels too... arcadey? No idea why. Although I will admit that I don't appreciate some changes Requiem makes though (Ralof/Hadvar's armours, Tyrannus' armor, Guard helmets).

SkyRe is discontinued, yes, but I disagree with the word "better" for PerMa. I liked SkyRe, but I really dislike Perkus Maximus.
To each their own, I guess. Not every overhaul is everyone's cup of tea.
Can you guys summarize them? I'd like to see how you describe them.
SkyRe (Skyrim Redone) is a perk overhaul mod that also alters weapons and armor stats. And to some degree enemy AI.
PerMa (Perkus Maximus) is a mod made by the same mod author as SkyRe. It does more or less the same thing, but in a more streamlined form.
Requiem - The Roleplaying Overhaul is a mod that alters pretty much every aspect of the game. I can't think of one single thing is didn't change in some way (except the intro scene). It makes Skyrim more like an old school RPG. Combat is "brutal and short". Because if it's not short, you're dead. Leveling is slower but much more important than with other mods. Perk selection is of vital importance. For most abilities, if you don't have at least 1 perk invested in it, you can't do it. Beating Skyrim with Requiem is both a challenge, and a major accomplishment. Most peeps say it just makes the game harder. It does. But it does ever so much more than that. Also Requiem is a very "touchy" mod. Much more so than SkyRe or PerMa. There's a whole slew of mods you can't use with it, or need patches for.
We can't. Look at Requiem guide. It has 120+ pages. It's ridiculous
