It's supposed to be floaty.
I think the floatiness depends on your weight limit and how much you carry.
No the actual mouse cursor is "behind" what you can see, but it is not DIRECTLY behind it. It is offset in a way that makes the mouse movement feel very unnatural. You can see the effect directly during an error that happens after an "alt-tab". The actual 1:1 movement mouse that you are used to is shown as the typical desktop cursor, while the skyrim cursor is floating to the upper left.
I'll post a picture here if it happens to me again.
Go into your SkyrimPrefs.ini in your Window's documents/games/skyrim folder and modify the line:
bMouseAcceleration=0
This should make the mouse align more naturally. As for the bug with the mouse cursor being different from the game cursor after an alt-tab, I am not sure if this is related to acceleration or resolution or what. I just use steam overlay before I alt tab so the cursor is not present during the tabbing; this prevents that bug from happening.
I got a mod to allow Fullscreen Border. Works great and I don't have anymore alt-tab issues with this game.
