Stuck to find the elder scroll (dragon)

Started a new save to finally do EVERY quest i can find available, but i'm stuck here, i have talked to him 100 times and never progress a thing here... The Q just doesn't continue.

It may be that you have not completed under saarthal yet. Either finish that quest or head to the north of the college and there will be an ice cave with a crazy guy in there he will move the quest forward. You should try finishing the under saarthal quest first though.

I agree with cfs111, find the cave, with Septimus inside. He will give you a quest that is very obscure, but at least gives you a map marker. Eventually it will bring you to a puzzle. Solve it, get the scroll, bring back the cube, get another quest that is haphazard as well finish Septimus's quests. But I have completed it this way before without getting to Saarthal first.

I have as well, just the only I saw that might block this one. Something wierd with the orc maybe. Thought it may be best to see if the quest will get started normally first.
